The term "Specialization, Refinement, Uniqueness, and Innovation" (专精特新) was first proposed in July 2011 by Zhu Hongren, then Chief Engineer of the Ministry of Industry and Information Technology (MIIT), during a press conference for the China Industrial Development and Industrial Policy Report (2011). "Specialization, Refinement, Uniqueness, and Innovation" refers to enterprises possessing four major advantages: specialization, refinement, uniqueness, and innovation. According to MIIT's definition, "Little Giant" (小巨人) enterprises represent the elite among specialized, refined, unique, and innovative SMEs. They are pioneering firms focused on niche markets, characterized by strong innovation capabilities, high market share, mastery of core technologies, and superior quality and efficiency. Overall, "Little Giant" enterprises exhibit the characteristics of small market capitalization, high valuation, rapid growth, strong profitability, and robust innovation capacity.
To support academic research, CnOpenData has compiled basic industrial and commercial registration information for six batches of "Little Giant" enterprises in China from 2019 to 2024. This dataset covers fields including Enterprise Name (企业名称), Industrial and Commercial Registration Number (工商注册号), Registration Date (注册时间), Registered Address (注册地址), Company Status (公司状态), Industry Classification Name and Code (行业分类名称及代码), Enterprise Profile (企业简介), and Business Scope (经营范围).

- 2021: Third batch (2,930 enterprises)
- 2022: Fourth batch (4,357 enterprises)
- 2023: Fifth batch (3,671 enterprises)
- 2024: Sixth batch (3,012 enterprises)
