In recent years, with the advancement of service-oriented governments and responsive government construction, online political participation has become a crucial channel for citizens to exercise their rights to information, participation, expression, and oversight. The most influential platform in this regard is the Local Leadership Message Board (renamed Leadership Message Board at the 2019 National Online Mass Work Taiyuan Summit), established by People's Daily Online in 2006. As the exclusive nationwide online interaction platform between cadres and the public, it enables citizens to submit appeals, report issues, and provide suggestions to provincial, municipal, and county-level leaders. These messages are then addressed and responded to by corresponding officials and handling units, significantly improving the efficiency of communication between public demands and official responses. All 31 provincial-level administrative regions in China have implemented standardized procedures for processing messages, with 26 provinces establishing strict regulations on the "timeliness, appropriateness, and effectiveness" of responses. The platform has received over 1.4 million official replies, earning recognition as "a hub for social conditions and public sentiment, and an echo wall reflecting people-centered governance." The total word count of replies on the platform exceeds 300 million characters, equivalent to 300 copies of the Xinhua Dictionary. These vivid and dynamic cases of public-political interaction provide rich data sources for academic research in public administration, government responsiveness, governance performance, and policy agendas. The CnOpenData platform has accordingly launched the Local Government Message Board Text Data, comprehensively capturing Q&A texts spanning nearly a decade with over a million records, while maintaining continuous updates. Researchers can search through multiple indicators including message type, inquiry/response time, response status, and responding institutions, making this dataset highly valuable for scholarly investigation.
