Introduction to China Financial Operation Database
“China’s finance is at an important historical juncture.
On the one hand, China is at a critical moment to win the three tough battles and build a moderately prosperous society in an all-round way, and the dawn of victory is already on the horizon; on the other hand, at the beginning of 2020, a new coronavirus pneumonia epidemic swept the world Suddenly, economic and social operations have suffered a major impact, and we need to implement a more proactive fiscal policy. The historical boulder is about to reach the top of the mountain, but the huge external impact poses a huge obstacle. The times have raised a big question for fiscal policy: whether it can join forces with other policies to push the boulder to the top of the mountain.
Objectively speaking, following the implementation of large-scale tax and fee reduction reforms of 1.3 trillion yuan in 2018 and 2.3 trillion yuan in 2019, China's fiscal space has been greatly tightened. The situation is compelling. In 2020, the fiscal year must use greater creativity within the narrower maneuver space to reduce the impact of the epidemic and achieve the great strategic goal of building a moderately prosperous society in all respects.
Finance is the ledger of the people across the country and the vane of economic operation. Fiscal actions and the extent of the government's role depend on the understanding of this account. This report comprehensively displays and analyzes China's overall fiscal performance in 2019, and on this basis makes judgments on fiscal policies and fiscal reforms in 2020.
Historical experience tells us that when facing major economic and social challenges, finance has two roles and outcomes: one is to constantly act as a firefighting captain, with fiscal funds and policies changing from time to time, which makes the fiscal situation worse. ; The second is to turn crises into opportunities. Finance will be more proactive in policy implementation and system reform. In the end, it will overcome challenges and make the fiscal system better. This was true for the reform of the "Two Tax Laws" and the reform of the tax-sharing system in the mid-1990s in history, and they delivered an excellent answer. We expect that today’s finance will demonstrate to the future the ability to turn crises into opportunities, the actions to reverse the situation, and the pillars for the rise of the Chinese nation!
While China’s finance is being created by history, it is also creating history. ”
