According to Article 15 of the Implementing Regulations of the Bidding and Tendering Law of the People's Republic of China, prequalification announcements and bidding notices for projects subject to mandatory bidding shall be published through media designated by the development and reform department of the State Council. Bidding constitutes a vital mechanism for market competition, with its primary advantage being the full embodiment of the "openness, fairness, and impartiality" principle in market competition. Through competitive bidding procurement, multiple bidders engage in fair competition, enabling the acquisition of optimal goods, projects, or services at the lowest or relatively low prices. This approach enhances economic and social benefits, improves the efficiency of state fund utilization, and promotes reforms in investment and financing management systems as well as sector-specific governance frameworks.
CnOpenData matches the list of Chinese industrial enterprises (1998–2013) with the fields of tendering units and winning bidders in regional bidding data across China, resulting in the compilation of the Chinese Industrial Enterprises Bidding Dataset. This dataset encompasses fields such as industrial enterprise name, tendering unit, winning bidder, bid opening date, province, and city, providing robust data support for relevant research.
