Fertilizer serves as a crucial production input in agriculture, and its manufacturing and sales must comply with the Administrative Measures for Fertilizer Registration, requiring registration with agricultural administrative departments in accordance with the law. The agricultural administrative departments of provincial, autonomous region, and municipal governments are primarily responsible for fertilizer registration within their respective administrative jurisdictions.
To enhance fertilizer management, protect the ecological environment, ensure the safety of humans and livestock, and promote agricultural production, the Ministry of Agriculture formally promulgated and implemented the Administrative Measures for Fertilizer Registration in 2000. In 2017, the Ministry of Agriculture announced revisions to certain clauses in the Administrative Measures for Fertilizer Registration (promulgated by Ministry of Agriculture Order No. 32 on June 23, 2000, and amended by Ministry of Agriculture Order No. 38 on July 1, 2004) and the Requirements for Fertilizer Registration Documentation (Ministry of Agriculture Announcement No. 161 on May 25, 2001). Key changes included abolishing temporary registration, eliminating inter-provincial administrative record-filing and fertilizer registration fees, and introducing measures such as allowing enterprises to organize field trials independently. These reforms streamlined administration, delegated power, alleviated burdens on enterprises, and fostered industry development.
