With the deterioration of the global environment, the acceleration of resource consumption and people's increasing attention to environmental protection issues, green technology focusing on reducing resource consumption, developing renewable resources, reducing environmental pollution and other environmental protection fields has become a hot topic worldwide. Relevant policies to encourage and support the development of green industries have been frequently issued, promoting the rapid development of green technology and environmental protection industries. However, the creation, application and promotion of green technology are inseparable from the intellectual property system, especially the protection of the patent system. Countries, regions and international organizations such as the United States, the United Kingdom, China, the European Union and the United Nations Climate Change Conference have begun to explore the green patent system based on the public policy attributes of the patent system and the goals of green technology innovation and development.
Green technology refers to technology that is conducive to saving resources, improving energy efficiency, preventing and controlling pollution and achieving sustainable development, mainly including alternative energy, environmental materials, energy conservation and emission reduction, pollution control and governance, and recycling technology. At present, my country is actively exploring the construction of a green patent system. In particular, the "Patent Priority Examination Management Measures" implemented in August 2017 clearly stated that priority examination can be requested for national key development industries such as energy conservation and environmental protection, new generation information technology, biology, high-end equipment manufacturing, new energy, new materials, and new energy vehicles.
According to the "China Green Patent Statistics Report (2014-2017)" released by the Intellectual Property Office in 2018, my country's current green innovation activities are active, and the number of green patents has gradually increased. By the end of 2017, the number of valid green patents in my country reached 136,000. In terms of patent applications, from 2014 to 2017, the number of green patent applications in my country reached 249,000, with an average annual growth rate 3.7 percentage points higher than the overall average annual growth rate of invention patents in my country.
The CnOpenData data team identifies patent citations and citations based on the three categories of Chinese green patents: invention application patents, invention authorization patents, and utility model patents. It sets up a Chinese green patent citation table and a Chinese green patent citation table to provide data support for research content on green patents.
