Power shortage index for 218 Chinese cities

  • Abstract: This study employs text analysis methodology to construct a city-level power shortage index. Utilizing daily newspapers from 218 prefecture-level cities as data sources, we combined high-frequency word selection with expert surveys to identify fundamental terminology related to power shortages. The following 20 keywords were systematically identified: peak scheduling management, power generation, waste heat power generation, off-peak, grid disconnection, power rationing(有序用电), switching off(拉闸), orderly power consumption(有序用电), tripping(跳闸), peak avoidance(避峰), disconnection(断电), plant power consumption(厂用电), staggered peak avoidance(错峰), pull road(拉路), accident electricity(事故用电), overload(超负荷), transferring power supply(转供电), security of electricity(保电), power rationing(限电), and load transfer(负荷转移).

  Prof. Jian Yu and his research team have developed a power shortage index to characterize urban-level power outages across 218 Chinese cities from 2001 to 2017. Please reference the following publication when utilizing this dataset:
