  “Measuring the division of fiscal revenue among governments at all levels in China and grasping the rules of hierarchical distribution of government revenue from data is an important basis for analyzing the behavior of local governments in China and its economic impact. This article combines the fiscal relations between China’s governments characteristics, detailed calculation of the distribution of multi-level government and multi-caliber fiscal revenue, and constructed an intergovernmental fiscal revenue distribution database from 1994 to 2014. The calculation results show that: in the distribution of overall fiscal revenue and important tax revenue, the central government accounts for The largest share; in the distribution of important tax and non-tax revenue below the province, county-level governments account for the largest proportion, and provincial-level governments account for the smallest proportion; the provincial-level fiscal revenue distribution share is the most stable. The results of the hierarchical distribution of inter-governmental fiscal revenue It reflects two rules: the inter-governmental fiscal revenue distribution contract is a flexible sharing contract; the provincial government is the hub of inter-governmental fiscal relations and has high flexibility in fiscal revenue negotiations."
