"The Fiscal Development Index of Chinese provinces comprises seven sub-indices: Fiscal Revenue Robustness, Fiscal Expenditure Optimization, Debt Sustainability, Social Security Sustainability, Budget Management Standardization, Public Service Provision, and Intra-provincial Fiscal Balance. This index system reflects regional disparities and evolving trends in per capita fiscal capacity, fiscal revenue structure, fiscal expenditure structure, debt burden, social security support burden, and equalization of basic public services. By creating a data 'profile' of provincial fiscal development through this index system, it reveals achievements and shortcomings in local fiscal development processes. This can provide decision-making support for accelerating the establishment of modern fiscal systems and constructing central-local fiscal relations with 'clear responsibilities and obligations, coordinated fiscal capacities, and balanced regional development,' while identifying key policy priorities to address unbalanced and inadequate development and promote high-quality growth."
