Green and low-carbon technologies include technologies that achieve carbon reduction, zero carbon and negative carbon effects mainly through the clean utilization of traditional energy, energy conservation and efficiency improvement, utilization of new energy and capture, utilization and storage of greenhouse gases, but do not include green technologies that have a synergistic effect of carbon reduction, such as pollution reduction and resource recycling. Green and low-carbon technology patents refer to patents with green and low-carbon technologies as the invention theme, which should have the technical effect of reducing carbon emissions compared with existing technologies.
This classification system is an independent classification system, which uses the line classification method to divide green and low-carbon technologies into four technical branches. The first-level technical branches include five technical branches, namely fossil energy carbon reduction technology, energy conservation and energy recovery and utilization, clean energy, energy storage technology, and greenhouse gas capture, utilization and storage. There are 142 second-level technical branches (19), third-level technical branches (56), and fourth-level technical branches (62). This classification system adopts the framework of comparing international patent classification with green and low-carbon technology, draws on the green technology list of the World Intellectual Property Organization and the green transformation technology list of the Japan Patent Office, etc., to achieve international comparability of the classification system, support the construction of the global green and low-carbon technology database, and promote the international exchange and transfer and transformation of green and low-carbon technology patents.
The regional statistical data of China's green and low-carbon patents launched by the CnOpenData data team is based on the international patent classification system, divided into three parts: invention publication patents, invention authorization patents, and utility model patents, and divided into patent provincial statistics table and patent city statistics table, covering 31 provinces and municipalities across the country, involving more than 350 prefecture-level cities.

- This classification system establishes a reference relationship between green and low-carbon technology and the International Patent Classification. Green and low-carbon technology corresponds to one or more international patent classifications, indicating that the patents under the international patent classification are related to the green and low-carbon technology.
- In the "International Patent Classification" column of this classification system, "partially involved" means that some patents at the international patent classification level and below involve green and low-carbon technology; "all involved" means that all patents at the international patent classification level and below involve green and low-carbon technology.
- This classification system uses the "International Patent Classification Table (IPC2022)" as a reference basis.
- Low carbon includes: fossil energy carbon reduction technology + energy saving and energy recovery and utilization; zero carbon includes: clean energy + energy technology; negative carbon includes: greenhouse gas capture, utilization and storage.
