Introduction to CnOpenData China Patent Citation Data (World Edition)

 According to statistics from the Ministry of Commerce, as of 2018, my country's number of invention patent applications has ranked first in the world for eight consecutive years. However, a large number of patents does not necessarily mean high patent quality. Just as the number of paper citations is an important indicator for measuring the quality of a paper, the number of patent citations is also a core indicator for measuring the quality of patents.

  Patent citation refers to a patent being cited by a later applicant or examiner, which indicates the technical relevance of the two patents. Patent citations were born out of the Science Citation Index (SCI), which is a knowledge network composed of scientific and technological documents citing related documents. Around February 1947, the USPTO (United States Patent and Trademark Office) first began to try to list relevant references on authorized patent documents for the purpose of evaluating patent solutions. Today, there are generally two sources of patent citation information:

  • First, the references provided by the patent inventor before application and cited in the "Background Technology" and other sections of the patent specification are used to explain the differences between the invention and known technologies and to demonstrate the invention. of novelty. For example, the U.S. patent system requires applicants to disclose all technical information related to the patent learned during the entire patent application process in the form of an Information Disclosure Statement (IDS). Otherwise, the patent cannot be authorized or will be deemed invalid after authorization. .
  • The second is added by the patent examiner during the examination process. To determine whether a patent is novel and inventive, the examiner will conduct a patent search to find the existing technology closest to the technical field protected by the invention.

Patent citation data has at least the following two functions:

  • Track technology development paths and knowledge flows. Since Narin (1994) introduced bibliometrics into patent metrology, patent citations have been considered to objectively reflect knowledge correlation. If a patent cites a previous patent, it can be presumed that the patent uses knowledge contained in the previous patent. The patent citation network can display the dynamic process of technological innovation and also reveal the characteristics of knowledge flow between departments and industries.
  • Measuring the quality and value of innovation. The level of innovation is measured not only by quantity but also by quality. The importance or value of patents also varies widely, and a simple number of patents cannot provide all the information about innovation. Patent citations can be used to evaluate the quality of patents and the innovative value of patents.

 The book "Patents, Citations and Innovations" by Adam Jeffe and Manuel Trajtenberg is known as a classic work on patent citations. It explains how to analyze the value of patents and the trend of technological changes through patent citation relationships.
