  The agronomic term "seed reservation" was officially defined in 1993. In 1989, the State Council approved the establishment of a national seed reserve system. Article 6 of the Seed Law of the People's Republic of China stipulates that provincial-level and higher governments shall establish seed reserve systems, primarily to address production needs during disasters and regulate supply-demand imbalances, thereby ensuring the security of agricultural and forestry production.
