  As early as 2001, the Chinese government proposed the "Going Global" strategy. Subsequently, national and local governments successively introduced policy measures aimed at encouraging enterprises to engage in outward foreign direct investment (OFDI), while gradually establishing and improving the service system for overseas corporate investments. According to the Measures for Overseas Investment Management (Ministry of Commerce Order No. 3 of 2014), overseas investment refers to the act of enterprises legally established within the territory of the People's Republic of China acquiring non-financial enterprises overseas or obtaining ownership, control rights, management rights, and other interests in existing non-financial enterprises through new establishment, mergers and acquisitions, or other means. Depending on different circumstances, overseas investments are subject to approval or filing management. Investments involving sensitive countries/regions or industries require approval management, while other overseas investments are subject to filing management.

  The implementation of strategies such as "Going Global" and the "Belt and Road Initiative" involves both micro-level corporate investment behaviors and macro-level government management issues. Overseas investments generally face greater risks compared to domestic investments. Due to the complexity of international operating environments and management, Chinese overseas investments encounter multiple risks. From different research perspectives, these risks mainly manifest as: overseas corporate financing risks (境外融资风险), investment decision-making risks (投资决策风险), government regulation and service risks (政府监管及服务风险), overseas investment protection risks (境外投资保护风险), and investment environment risks (投资环境风险).

  CnOpenData has launched publicly available directory data of overseas investment enterprises (institutions), covering three key fields: Overseas Investment Enterprise (Institution) (境外投资企业(机构)), Domestic Investor Name (境内投资者名称), and Investment Country/Region (投资国别(地区)). This dataset holds significant importance for researching issues related to Chinese enterprises' outward direct investment.
