   Transparency constitutes a fundamental principle of government procurement management systems. Enhancing information disclosure in government procurement serves not only as an essential requirement for comprehensively deepening reforms and establishing a modern fiscal system, but also as a crucial measure to strengthen social oversight and improve governmental credibility. This practice holds significant importance for standardizing procurement behaviors and upholding principles of openness, fairness, and impartiality in government procurement activities. The Budget Law of the People's Republic of China, the Implementation Regulations of the Government Procurement Law of the People's Republic of China, and the Regulations on Strictly Practicing Economy and Combating Waste by Party and Government Organs collectively introduce new requirements for improving procurement transparency, advancing information disclosure, and reinforcing social supervision across various dimensions. They establish an objective-oriented framework for achieving full-process information disclosure in government procurement.

   To support research in related fields, CnOpenData has developed the Extended Basic Information Data of Winning Bidders in Government Procurement Announcements. This dataset integrates winning suppliers identified in government procurement announcements with the latest available industrial and commercial registration data. It encompasses fundamental information and shareholder details of winning entities as of the most recent year, including fields such as taxpayer identification number, business address, registered capital, registration date, industry classification, geographical coordinates, business scope, shareholder name(s), shareholding ratio(s), ratio(s) of subscribed capital contribution, and shareholder type(s).
