China Postal Savings Bank (CPSB) traces its origins to the Postal Savings and Remittance Bureau established in 1919, boasting a century-long history. In March 2007, through reforms of the original postal savings management system, China Postal Savings Bank Co., Ltd. was officially established. It was restructured into a joint-stock company in January 2012, introduced ten domestic and international strategic investors in December 2015, and was listed on the Hong Kong Stock Exchange in September 2016. In 2019, it was officially classified as a "state-owned large commercial bank" and successfully listed on the Shanghai Stock Exchange.
Positioned to serve agriculture, rural areas, farmers (三农), small and medium enterprises, and communities, CPSB has established a unique "self-operated + agency" operational model in China's banking sector through collaboration with China Post Group Corporation's agency outlets. It has become the commercial bank with the largest outlet network, broadest coverage, and most extensive customer base nationwide, operating over 50,000 outlets serving more than 600 million individual clients. Approximately 80% of its outlets are entrusted to China Post agents, predominantly located in county and rural areas, while self-operated outlets account for about 20%. This distinctive dual model enables CPSB to leverage its urban-rural coverage advantages, building an extensive distribution network that penetrates townships and villages, serving micro-enterprises and communities while securing stable, low-cost funding sources. The bank actively implements inclusive financial services, providing essential financial services to urban and rural residents—particularly farmers—and plays a vital role in bridging the "last mile" of financial services. However, the heavy reliance on agency outlets also presents challenges such as high agency fees and regulatory risks.
CPSB's unparalleled outlet scale, unique operational model, and deep rural penetration have established its critical position in China's financial landscape. Based on this, CnOpenData presents the China Postal Savings Bank Outlet Information Dataset, covering distribution details, operational statuses, and service schedules of over 50,000 outlets across 31 provinces/municipalities and 300+ prefecture-level cities. This dataset provides robust support for research in regional economics, rural finance, and banking operations.
