   Administrative Approval Centers are comprehensive administrative service institutions that integrate information and consultation, approval and fee collection, management and coordination, as well as complaint handling and supervision. These centers are established with the principles of public convenience (便民), efficiency (高效), integrity (廉洁), and standardization (规范), implementing an operational model characterized by "one-stop service, integrated processing, parallel approvals, transparent operations, and standardized management." On August 3, 2011, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Opinions on Deepening Government Affairs Openness and Strengthening Government Services (hereinafter referred to as the Opinions). The document emphasized the need to gradually establish a robust government service system and fully leverage the role of service centers.

   To support related research, CnOpenData has launched a dataset covering administrative approval centers in prefecture-level cities across China, including the number of centers, establishment dates, service windows, and other key metrics spanning over 300 prefecture-level cities nationwide.
