Bill acceptance refers to the act where the payer of a bill commits to bear the liability of the bill, constituting a credit-granting business of banks. When customers face insufficient cash for purchases during commercial transactions and require credit support from banks, they may apply for bill acceptance. Compared with commercial acceptance bills, bank-accepted commercial bills offer more reliable credit assurance from financial institutions, broader circulation scope, and stronger liquidity. Bill acceptance not only reduces capital occupation for enterprises but also lowers capital usage costs, serving as a routine banking business. However, early-stage issues included frequent major bill risk incidents and illegal operations by bill intermediaries.

The digitization of bills and the establishment of unified registration and information disclosure platforms represent crucial measures for improving the bill market system. On January 16, 2020, the commercial bill information disclosure platform developed and operated by the Shanghai Commercial Paper Exchange, approved by the People's Bank of China, commenced trial operations, introducing new risk control pathways to the bill market. As the platform evolves, an increasing volume of bill information is being disclosed and displayed, significantly enhancing the transparency of bill transactions, effectively revealing operational risks, facilitating the circulation of commercial bills, invigorating the bill market, and better supporting real economic development.
