To control and reduce environmental pollution caused by discarded electrical and electronic products, promote cleaner production and comprehensive resource utilization in the electrical and electronic industry, encourage green consumption, and protect the environment and human health, the Administrative Measures for the Restriction of the Use of Hazardous Substances in Electrical and Electronic Products was reviewed and passed at the ministerial meeting of the Ministry of Industry and Information Technology on January 6, 2016. It was subsequently agreed upon by the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Environmental Protection, the Ministry of Commerce, the General Administration of Customs, and the General Administration of Quality Supervision, Inspection and Quarantine. Promulgated as Order No. 32 by eight departments, including the Ministry of Industry and Information Technology of the People's Republic of China, the measures came into effect on July 1, 2016.
Concurrently, the Administrative Measures for the Control of Pollution Caused by Electronic Information Products (Order No. 39 issued by the former Ministry of Information Industry, National Development and Reform Commission, Ministry of Commerce, General Administration of Customs, State Administration for Industry and Commerce, General Administration of Quality Supervision, Inspection and Quarantine, and former State Environmental Protection Administration) promulgated on February 28, 2006, was repealed.
In alignment with environmental protection development goals and research requirements, CnOpenData has developed and organized hazardous substance declaration data for electrical and electronic products. This dataset comprehensively covers fields including Declaration Type(声明类型), Certification Body Name(认证机构名称), Product Category Name(产品类别名称), Certificate Status(证书状态), Producer (Manufacturer) Name(生产者（制造商）名称), and Product Name(产品名称), providing a foundational data resource to meet research needs.
Time Range
- Voluntary Declaration Form(自愿声明表): Based on the "Self-Declaration Date(自我声明时间)", the data spans from late October 2019 to early January 2023.
- Nationally Promoted Voluntary Certification Form(国推自愿性认证表): Based on the "Initial Certification Date(首次获证日期)", the data spans from mid-July 2010 to early January 2023.
