To control and reduce environmental pollution caused by discarded electrical and electronic products, promote cleaner production and comprehensive resource utilization in the industry, encourage green consumption, and protect both the environment and human health, the "Management Measures for the Restriction of Hazardous Substances in Electrical and Electronic Products" was adopted at the executive meeting of the Ministry of Industry and Information Technology on January 6, 2016. Jointly approved by the National Development and Reform Commission, Ministry of Science and Technology, Ministry of Finance, Ministry of Ecology and Environment, Ministry of Commerce, General Administration of Customs, and State Administration for Market Regulation, it was promulgated as Order No. 32 by eight departments including the Ministry of Industry and Information Technology of the People's Republic of China, and has been implemented since July 1, 2016.
Concurrently, the "Administrative Measures for Pollution Control of Electronic Information Products" (Order No. 39 jointly issued by the former Ministry of Information Industry, National Development and Reform Commission, Ministry of Commerce, General Administration of Customs, State Administration for Industry and Commerce, General Administration of Quality Supervision, Inspection and Quarantine, and former State Environmental Protection Administration) promulgated on February 28, 2006, was repealed.
Aligned with environmental protection goals and research requirements, CnOpenData has developed comprehensive hazardous substance declaration data for electrical and electronic products. This dataset covers multifaceted fields including Declaration Type (声明类型), Certification Body Name (认证机构名称), Product Category Name (产品类别名称), Certificate Status (证书状态), Producer (Manufacturer) Name (生产者（制造商）名称), and Product Name (产品名称), providing foundational data to support research needs.
