The medical insurance system refers to a mechanism through which a country or region addresses residents' healthcare needs by raising, allocating, and utilizing medical insurance funds in accordance with insurance principles. It serves as an effective financing mechanism for public health initiatives, represents an advanced form of social security systems, and is widely adopted globally as a healthcare cost management model.

China's basic medical security system comprises four components: the Basic Medical Insurance for Urban Employees, Basic Medical Insurance for Urban Residents, the New Rural Cooperative Medical Scheme, and the Urban-Rural Medical Assistance System. Since 1997, the government has intensified efforts to develop the medical security framework, achieving groundbreaking progress in establishing the world's largest medical insurance system. However, challenges persist due to China's vast population and regional economic disparities, including insufficient overall coverage levels, significant disparities in benefits across populations, inadequate mobility adaptation, and sustainability concerns.

Medical insurance is intrinsically linked to and interacts with healthcare services — its functions must be realized through purchasing medical services, while simultaneously driving the development of healthcare systems. On one hand, the continuous improvement of the medical insurance system provides stable funding sources for national health initiatives. These funds ultimately translate into revenue for healthcare institutions through service procurement, ensuring sustained financial support for medical development. On the other hand, as representatives of insured populations, medical insurance institutions exercise supervisory, restrictive, and guiding roles over healthcare providers during service procurement. This mechanism fosters external checks, standardizes medical service practices, and promotes healthcare system reforms and enhanced institutional management.
