The production and supply of electric power, heat, gas, and water constitute fundamental industries in the national economy, with electric power serving as a prerequisite for national economic development. Ensuring a stable power supply is critical for the normal functioning of production and daily life, representing a key national priority for economic advancement. Currently, China has transitioned from merely meeting basic energy supply and security needs to embarking on a new phase of high-quality development characterized by green, clean, and efficient practices. This shift presents both opportunities and challenges for the production and supply of electric power, heat, gas, and water. This sector is categorized into three major subsectors: production and supply of electric power and heat, production and supply of gas, and production and supply of water.
The production and supply of electric power and heat encompass three categories: power generation, power supply, and heat production and supply. Power generation includes thermal power, hydroelectric power, nuclear power, wind power, biomass power generation, as well as other unlisted generation activities utilizing geothermal, solar, tidal, and similar energy sources. Power supply refers to the transmission and distribution of electricity to end-users via power grids, including the supply activities of power supply bureaus. Heat production and supply involve generating steam or hot water using coal, oil, gas, or other energy sources through boilers or similar equipment, or purchasing steam/hot water for distribution, sales, and maintenance of heating facilities.
The gas production and supply industry involves manufacturing gas from coal, oil, natural gas, or other energy sources, or purchasing liquefied petroleum gas (LPG), natural gas, and similar products for transmission, distribution, and sales to end-users. It also includes maintenance and management activities related to gas, LPG, and natural gas transmission, distribution, and utilization. This category excludes specialized retail activities of bottled LPG.
The water production and supply industry comprises three categories: tap water production and supply, sewage treatment and recycling, and other water treatment, utilization, and distribution. Tap water production and supply entail collecting and purifying natural water (groundwater, surface water) to meet potable or other usage standards, followed by distribution to households, enterprises, and other users. Sewage treatment and recycling refer to the collection, treatment, and reuse of purified wastewater. Other water treatment, utilization, and distribution include desalination of seawater to achieve usable standards, as well as the collection, treatment, and utilization of rainwater, brackish water, and similar resources.
